Understanding China’s 15th Five-Year Plan (2026-2030), a “pro-development” plan rooted in China’s grown confidence in its geopolitical resilience

April 2026 | China’s 15th Five-Year-Plan (2026-2030) was published on 13th March 2026. It is the key national macro policy framework for China’s economic and social planning for the coming five years, and its release has triggered a multi-months lasting process of devising an entire system of plans to be put forward by ministries horizontally, by local governments vertically and – especially important for foreign business – by economic policymakers sectorially. After the 14th Five-Year-Plan (2021-2025) primarily focusing on China’s resilience especially through continued and accelerated industrial upgrading, we would characterize the 15th Five-Year-Plan essentially as a “pro-development” plan rooted in China’s grown confidence in its geopolitical resilience.
